[jdk21u-dev] RFR: 8316229: Enhance class initialization logging

Clean backport to improve JVM diagnostics. There is no bugtail recorded after few months in mainline.

Additional testing:
 - [x] MacOS AArch64 fastdebug, `hotspot:tier1`.
