Backport of [JDK-8198668](https://bugs.openjdk.org/browse/JDK-8198668)

Unclean Backport:
- `test/hotspot/jtreg/ProblemList.txt`
  - The base line number is different, merged manually with exaclty the same content
  - So it can be considered as `Clean` backport

Test Succeeded in local Dev Apple M1 Laptop
- The test case `test/hotspot/jtreg/vmTestbase/nsk/monitoring/MemoryPoolMBean/isUsageThresholdExceeded/isexceeded005/TestDescription.java` passed in local dev laptop
