[jdk11u-dev] RFR: 8208243: vmTestbase/gc/lock/jni/jnilock002/TestDescription.java fails in jdk/hs nightly

Backport of [JDK-8208243](https://bugs.openjdk.org/browse/JDK-8208243)

This is an `Unclean` back port, because
- The `TRACE_JNI_CALL` parameter does not exist in Java 11, so in this pr we removed this parameter
- These PR need dependency Jira, so this code change includes these dependency Jira also. Detailed info added to source code as comment
