[jdk21u-dev] RFR: 8316445: Mark com/sun/management/HotSpotDiagnosticMXBean/CheckOrigin.java as vm.flagless

I backport this to keep the 21u test suite up-to-date. This will simplify future test backports.

Brings vm.flagless to jdk test suite.
