[jdk11u-dev] RFR: 8254267: javax/xml/crypto/dsig/LogParameters.java failed with "RuntimeException: Unexpected log output:"

I backport this for parity with 11.0.19-oracle.

I had to resolve because there is one additional @modules listed in 11.
