[jdk11u-ri] RFR: 8223464: Improve version string for Oracle CI builds

Backport the Oracle CI version modifications needed to promote from CI builds. The patch is almost clean. Since the RI release will never go through an early access stage, the default $PRE string is set to empty instead of ea.

Will followup with https://bugs.openjdk.org/browse/JDK-8223627.
