[jdk17u-dev] RFR: 8299439: java/text/Format/NumberFormat/CurrencyFormat.java fails for hr_HR

I  backport this as follow up of 8296239. 

I had to resolve the ProblemList as the test was not problemListed in 17. 
I keep the copyright because there will be no other change bumping it.
Basically my patch includes JDK-8299483.
