[jdk11u-dev] RFR: 8256111: Create implementation for NSAccessibilityStaticText protocol

Backport [JDK-8256111](https://bugs.openjdk.org/browse/JDK-8256111) one of 28 backports. Resolved merge conflict and I replaced JNFJavaToNSString with JavaStringToNSString.
