[jdk11u-dev] RFR: 8292683: Remove BadKeyUsageTest.java from Problem List

Fix Request (11u)
Should get backported for parity with 11.0.21-oracle. 

Did not apply cleanly. ProblemList.txt has mismatching entries around the one to be deleted. Furthermore, the test itself still exists in 11. It has to be removed as well with this PR.

Reviews and tests pending.
