[jdk17u] RFR: 8297476: Increase InlineSmallCode default from 1000 to 2500 for RISC-V

I would like to backport of [JDK-8297476](https://bugs.openjdk.org/browse/JDK-8297476). Applies cleanly.
This improves renaissance benchmark performance obviously on linux-riscv64 platform.
