[17u]: Upgrade to jtreg 7.2 and enforce it

Hi,

I would like to propose to update jtreg to be at least
version 7.2.

Using latest jtreg makes testing jdk17 future-proof.
Also, some tests in head require support of jtreg 7.2.
Using 7.2 in 17 makes backports of changes with
such dependencies more easy.

SAP's internal testing has been run with 7.2 for a while,
some test issues had been fixed.
To simplify detecting failures with old jtreg, I backport
"8292716 Configure should check that jtreg is of the required version"

Later, I will backport "8304896 Update to use jtreg 7.2"
which will enforce 7.2.
