CFV: New JDK Updates Reviewer: Fei Yang

I hereby nominate Fei Yang (fyang)[1] for JDK Updates Reviewer.

Fei is currently the JDK Reviewer and the member of JVM team at
Huawei. His main area of expertise is the HotSpot JIT compiler and one
of his notable contributions is the backend of C1 & C2 JIT compilers for
RISC-V.

Fei is already JDK Updates Commiter.

He is also the Project Lead for RISC-V Port [2], which implements a
full-featured JVM on Linux/RISC-V platform, including the template
interpreter, C1/C2 and all current mainline GCs. That work, encompassing
more than 80 changesets, had been backported to JDK 17u recently. [3]
Gaining a Reviewer role in JDK Updates would help Fei to work on RISC-V
port maintenance in JDK 17u.
