[jdk17u-dev] RFR: 8295894: Remove SECOM certificate that is expiring in September 2023

Fix request [17u]

I backport this for parity with 17.0.9-oracle.
One of the required updates of meta information.
I resolved the test and generated a new checksum for it.
Test passes.
