[jdk17u-dev] RFR: 8289238: Refactoring changes to PassFailJFrame Test Framework

Backport of [JDK-8289238](https://bugs.openjdk.org/browse/JDK-8289238).
I had to omit changes in PrintAllPagesTest.java and HtmlScriptTagParserTest.java because these tests are not in 17u.
The rest applies cleanly.
