[jdk21u] RFR: 8310873: Re-enable locked_create_entry symbol check in runtime/NMT/CheckForProperDetailStackTrace.java for RISC-V

Clean backport to jdk21u. Fix the test that disables the locked_create_entry symbol checking for the RISC-V platform.
