[jdk21u] RFR: 8315920: C2: "control input must dominate current control" assert failure

Clean backport to fix another regression. 

Additional testing:
 - [x] MacOS AArch64 server fastdebug, new regression test fails without the fix, passes with it
 - [ ] Linux AArch64 server fastdebug, `tier1 tier2 tier3 tier4`
