CFV: New JDK Updates Committer: Emanuel Peter

I hereby nominate Emanuel Peter [1] for the role of JDK Updates Project Committer.

Emanuel is a member of the HotSpot Compiler Team at Oracle and a JDK Reviewer. He contributed over
90 changes to the JDK project [2] many of which have been backported to older releases.

Votes are due by November 23, 2023, 10:00 UTC.

Only current JDK Updates Committer [3] are eligible to vote on this nomination. Votes must be cast
in the open by replying to this mailing list.
