[jdk21u] RFR: 8318078: ADLC: pass ASSERT and PRODUCT flags

Clean backport to make sure .ad files can use diagnostic asserts.

Additional testing:
 - [ ] Linux x86_64 fastdebug `tier1 tier2 tier3`
 - [ ] Linux AArch64 fastdebug `tier1 tier2 tier3`
