[21u Communication] 21.0.2 will be closed for fixes on the 27th of November

This surprised me, as I would have expected that approvals done on Nov 27 were the final ones before 
the 21.0.2 cut-off! But I see that had been already resolved by pulling a critical fix, and thus 
other fixes before it.

I have a process suggestion, though. It looks that the effective cutoff for 21.0.2 was on Nov 27 
midnight PST. This is before the Monday business day both in US and Europe, which means 
realistically the cutoff was at Friday night, Nov 24. I suggest going forward we follow the example 
of 17u and 11u that do cut-offs during the business week, and have the timezone stated explicitly:
