[jdk17u-dev] RFR: 8283994: Make Xerces DatatypeException stackless

Hi all, 

This PR contains a backport of [85f8d14edf0128e94bfc8102619a6ddbc37ead70](https://github.com/openjdk/jdk/commit/85f8d14edf0128e94bfc8102619a6ddbc37ead70). 

Patch doesn't apply cleanly because of conflicting years in copyright header and ```@LastModified``` tag. 

Additional testing with Linux x86_64-server-release: ```jaxp_all``` & ```javax/xml```.
