[jdk11u-dev] RFR: 8240604: Rewrite sun/management/jmxremote/bootstrap/CustomLauncherTest.java test to make binaries from source file

I backport this for parity with 11.0.20-oracle.

I resolved JtregNativeJdk.gmk.
All trivial stuff.
