[jdk17u-dev] RFR: 8272552: mark hotspot runtime/cds tests which ignore external VM flags

I backport this for parity with 17.0.10-oracle.

Trivial resolve due to context: Whitebox location differs. Test only. I think this will be recogized as clean, else I will mark it so.
