[jdk21u-dev] RFR: 8327989: java/net/httpclient/ManyRequest.java should not use "localhost" in URIs

Clean test-only backport to improve test reliability and match 21.0.4-oracle.

Additional testing:
 - [x] MacOS AArch64 server fastdebug, affected test still passes
