[jdk22u] RFR: 8320692: Null icon returned for .exe without custom icon

Backporting [JDK-8320692](https://bugs.openjdk.org/browse/JDK-8320692): _Null icon returned for .exe without custom icon_.

It is a regression introduced by [JDK-8293862](https://bugs.openjdk.org/browse/JDK-8293862).

The patch applies cleanly.
