[jdk11u-dev] RFR: 8324723: GHA: Upgrade some actions to avoid deprecated Node 16

Maintenance backport to dodge GHA dependencies deprecation. We are executing this as per our plan to get these changes to `-dev` repositories after forks for April releases. I will request approvals for push, but push only when July release is open for pushes.

The uncleanliness here comes from `msys2/setup-msys2 at v2.22.0` change, which does not apply cleanly, given JDK-8310259 is missing in jdk11u-dev.
