[jdk21u-dev] RFR: 8318809: java/util/concurrent/ConcurrentLinkedQueue/WhiteBox.java shows intermittent failures on linux ppc64le and aarch64

Clean backport to stabilize tests and better parity. Removes test cases, guaranteed to be safe.
