[jdk11u-dev] RFR: 8323008: filter out harmful -std* flags added by autoconf from CXX

GHA actions are failing because of this issue.

Resolved two Copyrights.  Can not be based on the 17u backport because the old year in utils.m7 differes. Will mark clean if not recognized as such anyways.
