[jdk17u-dev] RFR: 8210410: Refactor java.util.Currency:i18n shell tests to plain java tests

I backport this for parity with 17.0.11-oracle.

I had to delete the file by hand becuase it differs slightly.

Further I had to add FILE_SEPARATOR to jdk.test.lib.Utils.java.
This miight be useful for other backports as well.
