[jdk17u-dev] RFR: 8313575: Refactor PKCS11Test tests

I backport this for parity with 17.0.11-oracle.

Resolved one copyright. Probably clean. Else I will mark it as such.

Ran tests pkcs11/, pkcs11/rsa and pkcs11/Provider/
