[jdk17u-dev] RFR: 8294994: Update Jarsigner and Keytool i18n tests to validate i18n compliance

- This PR is unclean and has two commits
- commit 1. contains `git patch` result
- commit 2. contains comipler fix on 17 code base on two lines
- So this PR can be considered as clean
