This is a partial backport of the `CLDR 45.0` update.  Specifically, it brings this upstream CLDR change to `ff_Adlm.xml` to `21u`: https://patch-diff.githubusercontent.com/raw/unicode-org/cldr/pull/3606.patch

I filed a request for the same patch in 22u, but it might be too late for that: https://github.com/openjdk/jdk22u/pull/223
