[jdk17u-dev] RFR: 8309763: Move tests in test/jdk/sun/misc/URLClassPath directory to test/jdk/jdk/internal/loader

I backport this for parity with 17.0.12-oracle.

Omitted one file not in 17. Others clean. Will mark clean.
