[jdk21u-dev] RFR: 8313710: jcmd: typo in the documentation of JFR.start and JFR.dump

Hi all,

I'd like to backport JDK-8313710 to jdk21u-dev.

I confirmed that the fixes are reflected in the documentation and that all of the jdk_jfr tests passed.
