GHA report several failures:

1. `linux-x64-optimized /build (debug)` at stage `Get JTReg` fails as `wget exited with exit code 4`, seems like environmental issue, it's unreleatred to this PR.
2. `docs /build (debug)` at stage `Get JTReg` fails as `wget exited with exit code 4`, seems like environmental issue, it's unreleatred to this PR.
