_I am not a reviewer, but I maintain `java-17-openjdk` in `RHEL` so I will try to review `rfr`-labelled pull requests for `jdk17u-dev`, time-permitting._

This looks good to me, based on my reading of the `FILES` section of the `zic` man page.

The  `linux-x64-hs-minimal` seems unrelated (due to a transient network failure, perhaps).  Can it be rerun independently to get it to pass?
