[jdk17u-dev] RFR: 8339637: (tz) Update Timezone Data to 2024b

I backport this for parity with 17.0.14-oracle.

This is based on the commit to 21.

I replaced the path to tzdata to the other location in 17 in the patch.
Like this, the change applies clean.
