I skipped 23 since
* I believe its currently in rampdown
* these tests skip themselves by default on 23 since March 20 when [8319251: [REDO] Change LockingMode default from LM_LEGACY to LM_LIGHTWEIGHT](https://bugs.openjdk.org/browse/JDK-8319251) was applied, disabling it.
