[jdk21u-dev] RFR: 8339803: Acknowledge case insensitive unambiguous keywords in tzdata files

I backport this for parity with 21.0.6-oracle.

Omitted edit in CLDRConverter.java. The modified method was
introduced by "8317979: Use TZ database style abbreviations in the CLDR locale provider"
which is a preparatory change for "8174269 Remove COMPAT locale data provider from JDK".
Both are not candidates for backport.
