[jdk21u-dev] RFR: 8339560: Unaddressed comments during code review of JDK-8337664

We have a lot of backports in this area due to changes of certificates. 
I want to backport this to increase the chance of clean backports. 
The cleanup and fixes are helpul in earlier releases, too.
