[jdk24u] RFR: 8353185: Introduce the concept of upgradeable files in context of JEP 493

This is an enhancement needed for JEP 493 enabled builds. Those builds could potentially have `cacerts` upgraded or `tzdb.dat` updated. JEP 493 is new in JDK 24. Patch is clean.
