[jdk21u-dev] RFR: 8350830: Values converted incorrectly when reading TLS session tickets

I backport this for parity with 21.0.9-oracle.

Resolved SSLSessionImple because "8328608: Multiple NewSessionTicket support for TLS" is not in 21.
