[jdk21u-dev] RFR: 8346255: java/lang/management/ThreadMXBean/VirtualThreadDeadlocks.java finds no deadlock

I backport this for parity with 21.0.9-oracle

Resolved Copyright, probably clean anyways. 

8338890: Add monitoring/management interface for the virtual thread scheduler is not in 21.
