[jdk21u-dev] RFR: 8372048: Performance improvement on Linux remote desktop

I backport this for parity with 21.0.11-oracle.

I had to resolve due to context as 8344057: Remove doPrivileged calls from unix platform sources in the java.desktop module
is not in 21.
