[jdk17u-dev] RFR: 8336695: Update Commons BCEL to Version 6.10.0

I backport this for parity with 17.0.19-oracle.

Backport of the change in jdk21u-dev.

Resolved two comments in src/java.xml/share/classes/com/sun/org/apache/bcel/internal/Const.java
