JDK 25.0.2 base repository

Hi,
I think there is a hiccup in current 25u release process: `openjdk/jdk25u` contains fixes that are nominally going into 25.0.3. Whereas it was always understood that `jdk25u` is the one for pending quarterly release [1], and `jdk25u-dev` is for on-going backporting work.
Alas, current situation seems to mean that downstream vendors cannot use `jdk25u` as the base for next quarterly release, 25.0.2 (January 2026). Instead, they would need to fork from the changeset before the 25.0.2 -> 25.0.3 version bump. AFAICS, that is:

Is my understanding correct?
