[jdk25u-dev] RFR: 8372609: Bug4944439 does not enforce locale correctly

Caught this testbug in JDK 25u testing on my machines. 

Additional testing:
 - [x] MacOS AArch64 server fastdebug, `java/text/Format` used to fail, now passes
