GHA failure:
1. s390 Error: The request was canceled due to the configured HttpClient.Timeout of 100 seconds elapsing. 
2. win: Error: A connection attempt failed because the connected party did not properly respond after a period of time,
Both unrelated, we saw several similar issues lately.
