Revert "8361748: Enforce limits on the size of an XBM image"

This reverts commit 0ec4708743cca64c4f51a8aa88956064e3ccee10.

We can redo this change when there is a fix for [JDK-8373727](https://bugs.openjdk.org/browse/JDK-8373727)
