[jdk17u-dev] RFR: 8343882: BasicAnnoTests doesn't handle multiple annotations at the same position

Hi all,

This pull request contains a backport of commit [46b39279](https://github.com/openjdk/jdk24u/commit/46b3927985e220ee756c0a8384d5628c28a11457) from the [openjdk/jdk24u](https://git.openjdk.org/jdk24u) repository to jdk17u-dev.

Clean backport to fix the test bug which may cause test can not catch the expected failure, test-fix only, no risk.
