[jdk17u-dev] RFR: 8349603: [21u, 17u, 11u] Update GHA JDKs after Jan/25 updates

Hi all,

This pull request contains a backport of [JDK-8349603](https://bugs.openjdk.org/browse/JDK-8349603).

The change is different to the JDK 21u original because obviously the JDKs need for JDK 17u are different.
